The French daily Libération says North Korea’s latest confrontational policy involving threats of a rocket launch is aimed at securing a peace treaty with the United States.

The paper said Thursday that North Korea knows its use of repeated threats and demands for negotiations have always been effective at producing results.

The daily added that Pyongyang used the strategy in 1992, 1994 and 1998 under the Bill Clinton administration, which led to then Secretary of State Madeleine Albright’s North Korea visit and meeting with Kim Jong-il.

The daily said the North’s announcement that it’s preparing to launch a rocket is aimed at enhancing their position in future negotiations. The report also expected the North’s provocations to have global repercussions, which will work to solidify Kim’s control of the regime.
