Japan’s Top Nuclear Envoy Agrees to 3-Steps for Resuming Nuke Talks

Japan’s top nuclear envoy Shinsuke Sugiyama says South Korea and Japan have agreed upon a three-step approach to resuming the stalled six-party nuclear talks on North Korean denuclearization.

After meeting his South Korean counterpart Wi Sung-lac in Seoul Wednesday, Sugiyama told reporters that the dialogue should not be just talks for talks’ sake. He added that the six-party talks cannot re-start unless North Korea fulfills the prerequisites for denuclearization, which includes halting its nuclear program and accepting officials from the International Atomic Energy Agency (IAEA) for inspection.

Sugiyama also said that Japan’s basic stance is that North Korea’s uranium enrichment program must be dealt with at the U.N. Security Council.
