The International Atomic Energy Agency (IAEA) says North Korea's announcement that it plans to restart its main Yongbyon nuclear complex is "deeply regrettable.”

IAEA spokeswoman Gill Tudor told AFP on Tuesday that the North’s announcement “is another deeply regrettable development, which is in clear violation of UN Security Council resolutions.”

She said that the IAEA, once again, strongly urges the North to implement fully all relevant resolutions of the UN Security Council and the IAEA Board of Governors.
