South Korea's Unification Ministry says North Korea is eyeing a tactical shift in its approach to relevant parties following special envoy Vice Marshal Choe Ryong-hae's visit to Beijing last month.
The ministry made the assessment in a report to parliament on Monday, citing Pyongyang's Sunday proposal for high-level talks with the U.S. and its recent discussion with Japanese Cabinet Secretariat Advisor Isao Iijima.
The report also touched on the government's plans following the recent cancellation of inter-Korean talks last week, stating that the ministry is continuing to urge Pyongyang to respond to Seoul's invitation for a government-level meeting.
The report also said that the administration plans to maintain its principles in the Korean Peninsula trust building process with the door open for dialogue. It said if the North responds to the talks, the government will seek ways to resolve inter-Korean issues.
The unification ministry also assessed domestic affairs within the North, saying that the regime is focused on emphasizing economic recovery efforts and accomplishments achieved in each sector, and that it's also trying to portray the leadership's affection for its people.
