N. Korean Leader Repeats Call for US to Withdraw Hostile Policies

North Korean leader Kim Jong-un has reiterated a call for the United States to withdraw hostile policies while underlining the implementation of inter-Korean agreements.

The North's official Korean Central News Agency (KCNA) on Saturday relayed Kim's remarks made during this week's ruling Workers' Party congress. 

The report cited Kim declaring an "eye for an eye" principle against Washington and saying that the key to establishing new North Korea-U.S. relations is the withdrawal of U.S. hostile policies.

Regarding South Korea, the North Korean leader expressed discontent over Seoul's military armament and demanded the South faithfully implement cross-border agreements.

But Kim left room for improvement, saying that relations could return to three years ago to a starting point of peace and prosperity at any time, but added that it all depends on South Korea's attitude.

He also laid out plans to beef up national defense, boasting of a new nuclear-powered submarine that is in the final stage of review having completed the design research process. 

Kim also presented plans related to intercontinental ballistic missiles (ICBM), saying the goal is to improve striking capability to target objects at a range of 15-thousand kilometers.

He said national defense has advanced to the level of being able to preemptively neutralize enemy threats outside the territory.

During the congress, Kim also unveiled a new economic development plan for the next five years centered on self-reliance and self-sufficiency, but stopped short of setting out a new economic direction.

The eighth ruling party congress, which kicked off Tuesday, is still ongoing. When it will end has not been disclosed.
