Reuters: N. Korea Could Renew Ties with US if Troops Leave S. Korea

A North Korean envoy told Reuters that Pyongyang could normalize relations with the incoming Trump administration if the U.S. withdraws its troops and equipment from South Korea and signs a peace treaty with the North.
 
Reuters reported on Thursday that So Se-pyong, North Korea's ambassador to the UN in Geneva, said Pyongyang could discuss improving relations with the U.S. as it did in the 1990s if it gives up its hostile policy towards the North. The two countries have had no official dialogue since Kim Jong-un assumed power in 2011.
 
Asked in the interview about U.S. President-elect Donald Trump's remark during his campaign that he is willing to talk to North Korea's leader, So said it is "up to the decision of (the) Supreme Leader."
 
So said the Obama government's lack of engagement allowed the North to develop its nuclear program and "lighten the weapon warheads." He said that for now, Pyongyang will continue its policy of simultaneously pursuing nuclear and economic development.
