Sankei: Japan Uncovers 100 Blank N. Korean Passports at Airport

A leading Japanese daily says authorities at Tokyo's Haneda Airport uncovered baggage carrying 100 blank North Korean passports.

The Sankei Shimbun released the report after gathering collected data from the Ministry of Economy, Trade and Industry.
 
The paper said that the luggage belonged to a member of the pro-Pyongyang General Association of Korean Residents in Japan, or Chongryon, who had reentered Japan after passing through Beijing on April 26th.
 
Chongryon issues passports for the North as there is no North Korean Embassy in Japan.
 
The paper said relevant Japanese agencies are growing nervous as it is unclear why such a large number of empty passports entered Japan with no data on how many such passports exist and how they are used. The passports, if filled in, would not be valid in Japan given that Tokyo and Pyongyang do not have diplomatic relations.
