"As long as the U.S. and its followers persist with their nuclear threat and blackmails against the DPRK, and as long as they do not give up the war exercise they stage under the cloak of annual drills right in front of the DPRK, the DPRK will continue to bolster the self-reliance defense capability and capability for the pre-emptive strike with nuclear force,"
During the unscheduled news conference in U.N. headquarters in New York on Monday, Kim argued that the joint exercises in the South are aimed at launching a preemptive nuclear attack on his country.
He also said that Pyongyang is not interested in any talks on the premise of giving up its nuclear weapons program.
The comments came as South Korea-U.S. joint annual military exercises, including the Key Resolve, are under way. As tensions are running high on the Korean Peninsula, civilian satellites have recently captured signs at the North’s Punggye-ri nuclear site, suggesting possible preparations for a sixth nuclear test.
The North Korean envoy also used the media opportunity to deflect the international community's criticism over the apparent assassination of North Korean leader Kim Jong-un’s half-brother Kim Jong-nam in Malaysia last month.
He said only a small number of countries, including the U.S., can manufacture such chemical agents and that South Korea could have provided U.S.’ VX nerve agent stored in its territory in the killing of Kim.
