Report: Amid growing concerns about the North Korean nuclear weapons program, a former chief of the U.S. Central Intelligence Agency(CIA) called for preparations to preemptively strike North Korea.
At a seminar hosted by the International Association of Parliamentarians for Peace(IAPP) on Wednesday, former CIA director James Woolsey pointed to the possibility of an electromagnetic pulse(EMP) attack by the North.

"If they are over an area where there are electronics, and that’s pretty much everywhere, it can knock out the electronics. They do not need to hit the target."
In an op-ed piece in the Hill newspaper, Woolsey said the North could use a satellite to deliver a small nuclear warhead to make a high-altitude EMP attack. He said that the attack could blackout the national electric grid and other critical infrastructures for over a year, killing nine of ten Americans by starvation and societal collapse.
During the seminar, former U.S. special envoy for the Six Party Talks, Amb. Joseph DeTrani, stressed the need for a THAAD antimissile battery in South Korea.

" ...it speaks to miniaturization, fitting it to a missile delivery system. There is no choice but to deploy missile defense systems. "

"We need an action plan to eliminate the regime in North Korea. It is not a legitimate government. A legitimate government derives its power from consent…. "
As Washington is becoming more cautious of North Korea's attack capabilities, the North on Tuesday exposed a formation of 70 to 100 people at its Punggye-ri nuclear test site to a U.S. satellite.
Washington-based 38 North, a website that monitors North Korea, said the exposure is a political message that the sixth nuclear test will be conducted soon.
