Alannah Hill has the details.

Report: South Korean President Moon Jae-in has stressed there is no disparity in North Korean policies between his government and the Trump administration.

Moon explained his position on the matter on Tuesday during an exclusive interview with Norah O’Donnell from U.S. news outlet CBS.

The president said that he does not believe in dialogue for the sake of dialogue, adding he never mentioned talks without preconditions.

Moon said that his position is not at odds with President Trump’s, as O’Donnell suggested that holding talks with North Korea before it is fully denuclearized stands against U.S. policy.

The president proposed a gradual approach toward denuclearizing the North by freezing its nuclear and missile programs first, and then achieving the complete dismantlement of its nuclear program.

In response to a question about a preemptive strike against North Korea, Moon said that it is a matter that can be discussed at a later stage when the threat has become more urgent.

The South Korean president once again conveyed condolences to the family of American student Otto Warmbier during the interview.

He condemned North Korea for Warmbier’s death, calling Pyongyang an irrational regime.

The president said that it is quite clear that the North has a heavy responsibility in the process that led to Warmbier's death.

He also called for the North’s swift release of other South Korean and American citizens who remain detained in the North.
