"Special Envoy, Behind-the-Scene Talks with N. Korea Necessary"

Institute for National Security Strategy President Shin Un says there is a need to send a special envoy or hold under-the-table contact with North Korea to restore inter-Korean ties.
In a recent media interview, Shin said that during the previous Park Geun-hye administration, the space in which the two Koreas could move was extremely limited as only official channels were recognized.
Shin, however, was quick to stress that there must be a sign of change in the North’s attitude in order to pursue sending a special envoy or organizing under-the-table contact. He also stressed that caution is required in mulling when and how to hold such contact.
On the North’s nuclear issue, Shin said existing denuclearization policies all failed. He said it is inevitable to mix pressure and engagement, when considering the North Korean regime’s durability.
