UN Security Council Divided over Tougher Sanctions on N. Korea

Anchor: The U.S. clashed with China and Russia over North Korea at a UN Security Council(UNSC) meeting Wednesday following the North’s latest missile test. The U.S. called for strong additional sanctions against Pyongyang along with Britain and France. China and Russia opposed sanctions and instead called for dialogue.
Kim Bum-soo has more. 
 
Report: U.S. Ambassador to the UN Nikki Haley warned during the emergency UNSC session on Wednesday that countries risk their trade arrangements with the U.S. if their business with North Korea violates UN sanctions.

"Much of the burden of enforcing UN sanctions rests with China. Ninety percent of trade with North Korea is from China. We will work with China. We will work with any and every country that believes in peace but we will not repeat the inadequate approaches of the past that have brought us to this dark day."
 
Haley said that the U.S. is prepared to use the full range of its capabilities to defend itself.

"The United States is prepared to use the full range of our capabilities to defend ourselves and our allies. One of our capabilities lies with our considerable military forces. We will use them if we must but we prefer not to have to go in that direction."
 
Chinese Ambassador Liu Jieyi and Deputy Russian Ambassador Vladimir Safronkov voiced their opposition.

"We call on all the parties concerned to exercise restraint, and avoid provocative actions and belligerent rhetoric, to demonstrate the will for unconditional dialogue and work actively together to diffuse the tension."
"On the resolution of the problem on the Korean Peninsula, China has always insisted on realizing the denuclearization of the Korean Peninsula, maintaining peace and stability on the peninsula and seeking a solution through dialogue and consultation. China has always been firmly opposed to conflict on the peninsula. Military means must not be an option in this regard."

"The Russian Federation and China put forth a joint initiative. It is based on a Chinese proposal of a dual suspension and parallel progress for the denuclearization of the DPRK as well as establishing a peace mechanism on the Korean Peninsula. Also the Russian phased plan for settlement of the conflict. We call on the DPRK as a voluntary political decision to declare a moratorium on the testing of nuclear explosive devices and the testing of ballistic missiles."

South Korean Ambassador to the UN Cho Tae-yul was also given an opportunity to speak at the meeting for the non-member state's direct relevance to the case.

"This is the last opportunity for the DPRK to charter a new beginning in inter-Korean relations as well as in its relations with the international community. The DPRK must renounce its nuclear brinkmanship and step back from the point of no return."

Washington will circulate a new Security Council resolution in the coming days that raises the international response in proportion to the North’s escalation. The UN Security Council is expected to have difficulties adopting a new resolution with such sharp differences among its members.
