A United States intelligence chief has assessed that North Korean leader Kim Jong-un is a very unusual type, but not crazy.

Director of National Intelligence Dan Coats said on Friday during an interview with NBC that there are some rational elements that explain his behavior, which is the survival of his regime and his country. The DNI chief said that Kim has watched how global nuclear states enjoyed much leverage and deterrence.

He said that Kim, unfortunately, has learned a lesson from Libya and Ukraine, which abandoned their nuclear programs, and that he must possess nuclear weapons by any means and must not abandon them.

However, Coats said that the North still has more things to do to join the club of nuclear powers, when asked if the world should now recognize the North as a nuclear state.
