N. Korea Labels S. Korea as Main Enemy in Slogan on TV

The slogan “South Korea’s puppets are North Korea’s main enemy” appeared on a program on the North's Korean Central Television on Sunday.
 
The slogan appeared on the wall of an ideology training center in Jagang Province being introduced in the program.   

It is rare for the North to address the South as its main enemy, as the phrase is usually reserved for the U.S. 
 
As recently as Saturday, the Rodong Sinmun, the official newspaper of the North's ruling party, said in an editorial that the North Korean people’s main enemy is the U.S.
 
As for South Korea, the government first used the “main enemy” label for the North back in 1995 and kept it in place until 2000. Between 2004 and 2009, the South used expressions such as “direct military threat” and “existing military threats from the North” in its defense white paper. Since 2010, Seoul has been using the word “enemy” when referring to the North in the white paper.
