S. Korea Still Waiting for N. Korea to Accept Dialogue Proposal

South Korean Unification Minister Cho Myoung-gyon says that Seoul is still waiting for North Korea to respond to its offer for dialogue.
Appearing on a KBS news program on Wednesday, the minister said that North Korea has its own needs for dialogue, so the government is patiently waiting for Pyongyang's answer.
Cho said that Pyongyang appears to be putting its relations with the U.S. first at the moment, showing a passive attitude on inter-Korean relations. He added that Seoul has no plan to make a fresh offer for talks to North Korea.
Regarding sending a special envoy to the North, the minister said there are many things to consider as an exchange of special envoys involves two sides, but added that Seoul is willing to send an envoy under the right conditions.
