Putin Stresses Dialogue to Resolve N. Korea's Nuke Issue

Russian President Vladimir Putin says North Korea may give up its nuclear program in return for the guarantee that the regime will remain secure.
Russia’s TASS news agency said Putin made the remark during a media conference at the BRICS Summit in China on Tuesday, stressing sanctions are "useless and ineffective" and will not change the North.
Putin said Pyongyang will not abandon its nuclear program unless it feels safe and dialogue is necessary to make that happen.
