Tillerson Admits Difficulty of UN Agreement on N. Korean Oil Embargo

U.S. Secretary of State Rex Tillerson acknowledged Thursday that it will be difficult to enforce an oil embargo on North Korea unless China cooperates.
He made the remark during a joint press conference in London with British Foreign Secretary Boris Johnson.
Tillerson added that a "great country" and "world power" such as China could ultimately use the very powerful tool of oil supply to compel North Korea to reconsider its nuclear program and come to the negotiating table.
The U.S. pushed for an oil embargo as part of a resolution at the UN Security Council after North Korea conducted its sixth nuclear test on September third, but failed to get it adopted in the face of resistance from China and Russia.
