'Pyongyang Won't Hold Dialogue Until Washington Backs Down'

North Korea's top diplomat handling relations with the U.S. says Pyongyang won't engage in dialogue before Washington backs down from its policies against the regime.
 
That's according to Choe Son-hui, director general of the North Korean Foreign Ministry’s North America department, who spoke at the Moscow Nonproliferation Conference on Saturday. 
 
Responding to a question on reviving the six-party talks which broke down in 2009, the diplomat said she welcomes suggestions from various countries on resolving the situation, but the long-stalled talks are no longer valid.
 
To defuse the situation, Choe said the burden of responsibility falls on the U.S., which she said is attempting to pressure and bring about the collapse of her country, making it vital for Pyongyang to stockpile nuclear assets. 
 
The diplomat warned that if Washington does not give up its policies opposing the North, Pyongyang will continue to advance its nuclear weapons program.
 
Choe also spoke to reporters the following day regarding the possibility of negotiations. She said the North will not respond to offers of talks based on the denuclearization of the Korean Peninsula and that if negotiations are to take place, there should be no preconditions and all parties involved should be on equal ground.
