N. Korean Diplomat to Lecture Graduate Students in St. Petersburg

North Korea's senior diplomat handling U.S. affairs will reportedly give a special lecture to Russian graduate students in St. Petersburg on Monday.
An official of Saint Petersburg State University said Choe Son-hui, director general of the North Korean Foreign Ministry’s North America department, will speak to students majoring in international relations.
During the lecture, Choe is expected to explain Pyongyang’s stance regarding the geopolitical crisis on the Korean Peninsula.
During the two-day Moscow Nonproliferation Conference that ended Saturday, Choe argued North Korea's nuclear development is aimed at countering continuous nuclear threats from the U.S. She also said Pyongyang will not negotiate over its nuclear weapons before Washington backs down from its perceived hostile policies against the regime.
