UN Command: N. Korea Violates Armistice Agreement during JSA Defector Chase

Anchor: The United Nations Command(UNC) says North Korea violated the 1953 ceasefire agreement last week, when its border guards fired shots at a soldier defecting to South Korea. The command released video footage of the dramatic escape at the Joint Security Area(JSA).

"The key findings of the special investigation team are that the KPA(Korean People's Army) violated the armistice agreement by one, firing weapons across the MDL and two, by actually crossing the MDL, temporarily."

The UN Command(UNC) on Wednesday released surveillance video clips, capturing the scenes of a North Korean soldier’s defection through the Joint Security Area(JSA) of the truce village last week.

The footage showed the rank-and-file soldier sprinting toward the South after he escaped his military vehicle, which got stuck in a drain. 

Four North Korean soldiers in the video were seen firing shots across the inter-Korean military border while chasing the defector.

"When we focus back on the top screen, you can see one KPA(Korean People’s Army) soldier here run across the MDL for a few seconds… before returning back to the North side of the Panmunjeom here.”

The video, however, does not include the moment when the defector was hit by bullets before he eventually collapsed next to a concrete wall.

"In the final clip, we see the heat signals from the wounded KPA defector as he lays against the retaining wall... and the movement you see on the right side is three South Korean soldiers going to the immediate location."

Suffering multiple gunshot wounds, the North Korean soldier was taken to a hospital in the South where he underwent two surgeries. 
 
In a separate briefing Wednesday, Dr. Lee Guk-jong, who is heading the medical team caring for the defector, said that his patient had regained consciousness and will live. 
 
He said that the North Korean will be evaluated for post-traumatic stress disorder as he suffers from severe depression after the two major surgeries. 

The North Korean military on Wednesday was notified of its violations of the ceasefire agreement through communication channels in the Panmunjeom truce village.
 
The UNC also requested a meeting to discuss investigations and measures to prevent future violations.
