Seoul to Develop New Wartime Operational Concept

Defense Minister Song Young-moo says the South Korean military will develop a new operational concept that could end a war in the shortest time with the least sacrifices possible.
 
Song revealed the plan during a meeting between President Moon Jae-in and top military leaders from South Korea and the U.S. Forces Korea at the presidential office on Friday.
 
During the luncheon meeting, Song also said the military is seeking an early completion of the nation’s three-pillar defense system, which consists of the Kill Chain preemptive strike system, the Korean Air and Missile Defense(KAMD) and the Korea Massive Punishment and Retaliation(KMPR) plan. 
 
Pledging that next year will mark the beginning of military reform, Song said the reform will be pushed based on precise knowledge of the disparity in military forces between the two Koreas.
 
To that end, the minister said, the South will conduct qualitative evaluations on the North’s military power, noting that the North is seeking to offset its inferiority to the South in conventional weapons with asymmetric weapons such as nuclear weapons and missiles.
 
He said, however, the military will assist the government’s efforts to bring peace to the Korean Peninsula through inter-Korean talks while seeking to develop mutual trust between Seoul and Washington.
