UN Envoy on N. Korean Human Rights Visits S. Korea

United Nations Special Rapporteur on Human Rights in North Korea Tomás Ojea Quintana is on his third visit to Seoul since he was appointed last August.
He's here to collect information for a report scheduled to be submitted to the UN Human Rights Council in February.
The Ministry of Foreign Affairs says he met with Second Vice Foreign Minister Cho Hyun in Seoul Monday to discuss cooperation on improving North Korean human rights conditions.
North Korea has never permitted a UN Special Rapporteur on Human Rights to visit since the position was created in 2004.
