North Korea’s top diplomat at the UN reportedly says that North Korea will talk with the U.S. if conditions are met.

NHK said Tuesday that the North’s ambassador to the UN Ja Song-nam made the remark during a meeting with reporters after he arrived in Beijing from Pyongyang via flight in the day.

Asked whether Pyongyang is willing to talk with Washington, Ja said talks will be possible if conditions are met. However, he provided little detail on the conditions, only adding they have been demanded by the North.

The Japanese broadcaster said the North appears to be referring to a claim made last month by the official newspaper of the North’s ruling Workers' Party, the Rodong Sinmun, that the U.S. should recognize the North as a nuclear state.
