Unification Minister: Inter-Korean Exchanges Need to Be Sustainable

South Korean Unification Minister Cho Myoung-gyon says finding sustainable ways to improve inter-Korean relations will likely be a major agenda item for this month's inter-Korean summit.

Minister Cho made the remark during a meeting with reporters on Monday in response to questions regarding what the two Koreas will discuss during the April 27th summit to develop their bilateral ties. 

Cho explained that although many agreements were made during previous inter-Korean summits, none of them have been implemented. He said while inheriting the spirits of the previous agreements, the two Koreas need to find the ways to institutionalize past deals as well as new ones. 

He said it will also be necessary for South and the North to think about how they will carry out exchanges within the framework of existing sanctions on the North. As an option, he pointed to sports exchange like the North's participation in the PyeongChang Winter Olympics. 

As for other major issues to be dealt with during the summit, Cho said it is difficult to decide on the agenda in advance given the North's decision-making process.

Highlighting that it will be the first meeting between President Moon Jae-in and North Korean leader Kim Jong-un, Cho said it is important for the two leaders to speak candidly without being constrained by agendas. 

The minister assured that agendas will not deviate from the three main issues of denuclearization, permanent peace on the Korean Peninsula and improvement of inter-Korean relations.
