Moon: N. Korea Has Expressed Will on Full Denuclearization

President Moon Jae-in says North Korea is expressing its will to fully denuclearize to the international community. 

He also said Pyongyang is not making unacceptable requests to the U.S., such as demanding the withdrawal of American troops from the Korean Peninsula.

Moon made the remarks Thursday during a luncheon meeting at the top office with the top executives of 48 local media firms including KBS.

Regarding speculation North Korea will try to negotiate with the U.S. for no more than a nuclear freeze or a ban on proliferation while arguing its nuclear status, the president said he does not believe there's a difference in the notion of denuclearization.

He said Pyongyang has only mentioned an end to perceived hostile policies against the North and obtaining a security guarantee.

Regarding the planned summits between the two Koreas and between North Korea and the U.S., President Moon said that agreeing on a broad framework won't be very difficult as there have been similar agreements in the past, namely the six-way joint statements in September 2005 and in February 2007. But he said agreeing on ways to implement the goals won't be easy.

The goals refer to denuclearization, establishing a permanent peace regime on the Korean Peninsula, normalizing ties between Pyongyang and Washington and international assistance for North Korea's economic development.
