38 North: Unusual Activity Observed at Punggye-ri Nuclear Test Site

A U.S. Web site monitoring North Korea has observed unusual activity at the North’s Punggye-ri nuclear test site.
38 North said commercial satellite imagery from April 20th shows approximately a dozen mining carts, at least eight connected in a long train, in an unusual arrangement in the spoil pile in the area closest to the West Portal.
It noted that the activity came a day ahead of North Korean leader Kim Jong-un’s announcement that the North would suspend nuclear tests and test launches of intercontinental ballistic missiles and shut down the Punggye-ri nuclear test site.
The report speculated that the unusual activity may be the first visible indication that the North intends to cease further tunneling at the site, but noted that additional imagery and analysis is needed to confirm the shutdown.
