Gov't to Urge Civic Groups to Refrain from Flying Leaflets to N. Korea

The Unification Ministry is expected to urge cooperation from civic groups regarding the inter-Korean agreement to stop the distribution of anti-Pyongyang leaflets in the border area starting Tuesday.

A ministry official said Monday that the government will ask those groups to refrain from flying leaflets across the border into North Korea.

The agreement to suspend the leaflet distribution is included in the inter-Korean summit declaration the leaders of the two Koreas announced Friday. 

The joint declaration states that from May first, the two sides will cease all hostile acts near the Military Demarcation Line and eliminate their means including loudspeaker broadcasts and circulation of leaflets.

The military also decided to remove propaganda loudspeakers along the border from Tuesday.

However, it's difficult for the government to force civic groups to stop the leaflet distribution campaign, given freedom of expression. The groups say they will not abide by the government request.
