Top Office: CVID Won't be Included in Special Statement of Trilateral Summit

The presidential office has reaffirmed that the phrase "complete, verifiable, and irreversible denuclearization," or CVID, will not be included in a special statement that will likely be adopted after the upcoming trilateral summit among South Korea, China and Japan.

The top office is seeking a special statement, in addition to a joint statement, backing the Panmunjeom Declaration during the three-way summit set for Wednesday in Tokyo. 

A senior presidential official reportedly said that Seoul takes the position that the special statement will just express the three nations' support of the Panmunjeon Declaration adopted during the recent inter-Korean summit.

In the declaration, South and North Korea agreed to pursue trilateral meetings with the U.S., or quadrilateral meetings also including China, with a view to declaring an end to the war, turning the armistice into a peace treaty, and establishing a permanent and solid peace regime. 

The top office is adhering to the position that China may be able to participate in the peace treaty agreement process if willing, but added that the two Koreas and the U.S. could declare the end of the war by themselves.
