NK Violated Agreement Knowing US, Japan Won't Use Force

An influential U.S. foreign policy expert says North Korea went ahead with its recent provocative actions knowing that it would be difficult for the U.S. and Japan to use force.

Harvard University Professor Joseph Nye told a U.S. Congressional hearing Thursday that Pyongyang violated agreements made during the six-way nuclear talks because it would be difficult for the U.S. and Japan to use arms to counter Pyongyang’s nuclear tests.
