The United States says it is willing to consider providing humanitarian aid to North Korea if Pyongyang is willing to accept it.

State Department spokesman Philip Crowley told reporters Tuesday that there are profound needs for the North Korean population and that to the extent that North Korea wants to accept aid from the international community, including the United States, Washington would be willing to consider.

However, Crowley added that if the U.S. does provide aid, Washington will make sure that the aid goes to the North Korean people who need it most and is not diverted to other groups, such as the military.

Meanwhile, Crowley said the U.S. has left open the possibility of holding active bilateral talks with the North, stressing that Pyongyang would first have to return to the six-way nuclear negotiations in order for that to happen.
