US: Positive Action by NK is Prerequisite for Dialogue

The U.S. says North Korea must change its stance if it wants to engage in bilateral dialogue with the U.S.

State Department spokesman Philip Crowley told reporters Thursday that Washington is open to bilateral discussions with Pyongyang, but that a fundamental change on the part of North Korea is needed.

He said that eased tensions in the region and constructive relations with neighboring countries must be sought and that the North must comply with international obligations and proceed in line with the September 19th Joint Statement before dialogue can resume.

Crowley indicated that North Korea must take positive actions before returning to the bargaining table, saying that the U.S. will respond if Pyongyang begins to move in a constructive direction.
