"No Signs Detected that N. Korea Will Implement Sept. 19 Joint Statement"

Former U.S. Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell says there are no sincere signs that North Korea is moving to implement the September 19th Joint Statement.
 
Campbell made the remark when he met with South Korean and Japanese reporters on Monday at the Asan Washington Forum 2013 organized by the Asan Institute for Policy Studies.
 
He said though the North has recently shown signs of softening its attitude, there is no definite sign that it will actively implement the September 19th Joint Statement under which the North promised to abandon its nuclear program in return for security, economic and energy benefits.
 
Campbell also said that the North has expressed willingness to engage in dialogue and diplomacy while claiming that it's a nuclear power. Campbell said the international community has no intentions of accepting the North's view.

In particular, he said the North's softened stance of late is apparently the result of China's strong pressure. Campbell said the North is seeking to hold contacts with many countries to get humanitarian assistance and food as it is in an unprecedented state of isolation. 

On China's policy regarding the North, Campbell said though there is a slight change in the way China approaches the North, it is still uncertain whether fundamental changes have been made in China's approaches. However, he did say that China's patience is running out and that the North's provocations are of no strategic benefit for China.
