'Tokyo Won't Submit Bill on NK Cargo Searches'

The Japanese government has reportedly decided not to submit a bill to parliament that would allow inspections of North Korean cargo on vessels traveling to and from the North.

Japan’s Yomiuri Shimbun said Thursday that the bill centers on implementing U.N. Security Council sanctions resolutions on Pyongyang.

The report said Tokyo has decided not to introduce the bill to the Japanese Diet during an extraordinary session that opens next week in consideration of the Social Democratic Party’s (SDP) cautious stance on the legislation. The ruling Democratic Party of Japan, who proposed the bill, governs in coalition with the SDP and the People’s New Party.

The paper added that the government also took into consideration North Korea’s recent flexible attitude toward the resumption of the six-way nuclear talks when making its decision not to submit the bill.

The bill would allow the Japan Coast Guard and Japan Customs to inspect ships and aircraft traveling between Japan and North Korea in the event they are suspected of carrying illegal materials.
