Representative Shin Kyoung-min of the main opposition Minjoo Party of Korea is continuing a filibuster at the National Assembly that began on Tuesday night to stall voting on an anti-terrorism bill.
Shin began giving a speech on Thursday after minor Justice Party lawmaker, Kim Je-nam.
Meanwhile, the ruling Saenuri Party launched a demonstration outside the plenary chamber. Party members held pickets, denouncing the opposition for paralyzing parliament with the filibuster.
National Assembly Speaker Chung Ui-hwa and Deputy Speakers Jeong Kab-yoon and Lee Seok-hyun have drawn up a three-way work shift to guard the speaker’s seat at the plenary chamber while the filibuster is under way.
Amendments to the National Assembly Act in 2012 legalized filibusters which allow individual lawmakers to conduct speeches without limitations on time and quorum.
This marks the first time a filibuster has been used in an attempt to stall legislation.
